How international PayPal fees are calculated
Business receiving: the calculator applies the recipient-country business rate, cross-border add-on where applicable, and fixed fee in the selected currency: fee = amount × (domestic business rate + international add-on) + fixed fee. Net received equals payment amount minus the PayPal fee.
Personal send: the calculator applies the sender-country consumer fee rule to the amount sent. Percent-cap rules use the published minimum and maximum for the selected currency; flat-region rules use the matching flat fee where available. Card-funded personal send adds card fees only when PayPal publishes enough information.
